The Home Energy Assistance Target (HEAT) program is a federally funded program that provides year-round assistance to help low-income households pay their heating and electricity bills.
What it does: Provides a one-time payment directly to your utility company.
Who qualifies: Households at or below 150% of the Federal Poverty Level. Priority is given to households with elderly members, individuals with disabilities, or young children (under 6).
Applications for households with disabled, elderly (age 60 and over) and young children (under the age of 6) are accepted October 1 - September 30 or when federal LIHEAP funds are exhausted.
Applications for the general public are processed November 1 - September 30 or when federal LIHEAP funds are exhausted.
If you are in danger of shut-off, you may contact your local HEAT office for crisis assistance.

How to apply: In Millard County, HEAT applications are processed by the Six County Association of Governments (R6). You can apply online via the Utah Department of Workforce Services (DWS) MyCase portal or call the regional Juab/Millard County intake office directly at 435-253-9000 to schedule an appointment.
If your home receives electricity through Rocky Mountain Power, you can stack the following benefits:
HELP (Home Electric Lifeline Program): Provides a monthly bill credit (typically $18/month) on your electric bill. The easiest way to enroll is to check the box for HELP when you apply for the HEAT program.
Lend A Hand Program: An emergency program administered by The Salvation Army using donated funds to help households facing temporary financial hardships. You can apply by calling 1-855-969-0526.
Energy Assistance Credit (EAC): If you use gas and qualify for HEAT, you can designate a portion of that benefit to Enbridge Gas to receive a one-time annual credit (historically around $109) and become exempt from certain monthly fees.
REACH Program: An emergency, last-resort charitable fund administered by The Salvation Army to help low-income families catch up on past-due gas bills.
If utility bills are high because a home is drafty or inefficient, this program offers free energy-efficiency upgrades.
What they do: Energy auditors will come to your home and provide free upgrades such as adding insulation, tuning/repairing heating and cooling systems, and sealing air leaks. Qualifying households save an average of 12% on their annual energy bills.
Eligibility: Generally available to households making 200% or less of the federal poverty guidelines. You can learn more and apply through the Utah DWS Weatherization Portal.
